{"id":3660,"date":"2012-03-02T13:29:58","date_gmt":"2012-03-02T18:29:58","guid":{"rendered":"http:\/\/www.hitconsultant.net\/?p=3660"},"modified":"2023-09-06T14:40:56","modified_gmt":"2023-09-06T18:40:56","slug":"meaningful-use-stage-2-changes-bring-big-differences-to-record-release","status":"publish","type":"post","link":"https:\/\/hitconsultant.net\/2012\/03\/02\/meaningful-use-stage-2-changes-bring-big-differences-to-record-release\/","title":{"rendered":"Meaningful Use Stage 2 Changes Bring Big Differences to Record Release"},"content":{"rendered":"<p><img loading=\"lazy\" class=\"alignleft\" title=\"Meaningful Use Stage 2\" src=\"\/wp-content\/uploads\/2012\/03\/meaningful-use-300x225.jpg\" alt=\"meaningful use\" width=\"300\" height=\"225\" \/><\/p>\n<p>Guest post by Steve Emery, Director of Product\u00a0Management\u00a0at <a href=\"http:\/\/www.healthport.com\/index.aspx\">HealthPort\u00a0<\/a><\/p>\n<p>The Meaningful Use Stage 2 Notice of Proposed Rule Making is out and it would bring sweeping changes to how hospitals and eligible professionals release records and other information to patients.<\/p>\n<p>Essentially, CMS is dropping three Stage 1 reporting criteria and replacing them with a core requirement for <strong><em>patient online access to medical records. <\/em><\/strong>CMS\u2019s goal is to move the release of information (ROI) process from labor intensive and paper-based to electronic and paper-free.<\/p>\n<p>This is a welcome change for HIM professionals and other ancillary departments that have been pulling files, scanning or making photocopies of records, and sending information to patients via snail mail for years. The changes are as follows.<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p><strong>FOR HOSPITALS<\/strong><\/p>\n<table border=\"1\" cellspacing=\"0\" cellpadding=\"0\">\n<tbody>\n<tr>\n<td valign=\"top\" width=\"175\">Stage One Criteria Being Dropped<\/td>\n<td valign=\"top\" width=\"504\">Stage Two Criteria Added<\/td>\n<\/tr>\n<tr>\n<td valign=\"top\" width=\"175\">Patient electronic copies of medical records within 3 business days.Electronic copies of discharge instructions at time of discharge.<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/td>\n<td valign=\"top\" width=\"504\"><strong>OBJECTIVE:<\/strong>Provide patients the ability to view online, download and transmit information about a hospital admission.<strong>\u00a0<\/strong><strong>MEASURES: MUST PASS TWO<\/strong><\/p>\n<p>More than 50 percent of all patients who are discharged from the inpatient or emergency department of an eligible hospital of CAH have their information available online within 36 hours of discharge<strong><em>.\u00a0\u00a0 <\/em><\/strong><\/p>\n<p><strong><em>AND<\/em><\/strong><\/p>\n<p>More than 10 percent of all patients who are discharged from the inpatient or emergency department of an eligible hospital or CAH view, download or transmit to a third party their information during the EHR reporting period.<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<p>&nbsp;<\/p>\n<p><strong>FOR ELIGIBLE PROVIDERS<\/strong><\/p>\n<table border=\"1\" cellspacing=\"0\" cellpadding=\"0\">\n<tbody>\n<tr>\n<td valign=\"top\" width=\"169\">Stage One Criteria Being Dropped<\/td>\n<td valign=\"top\" width=\"510\">Stage Two Criteria Added for EPs<\/td>\n<\/tr>\n<tr>\n<td valign=\"top\" width=\"169\">Patient electronic copies of medical records within 3 business days.&nbsp;<\/p>\n<p>The \u201cmenu\u201d requirement for \u201ctimely access\u201d on the EP list.<\/td>\n<td valign=\"top\" width=\"510\"><strong>OBJECTIVE:<\/strong>Provide patients the ability to view online, download and transmit their health information within 4 business days of the information being available to the EP.<strong>\u00a0<\/strong><strong>MEASURES: MUST PASS TWO<\/strong><\/p>\n<p>More than 50 percent of all unique patients seen by the EP during the EHR reporting period are provided timely (within 4 business days as above) online access to their health information subject to the EP\u2019s discretion to withhold certain information<em>.\u00a0\u00a0\u00a0 <\/em><\/p>\n<p><strong><em>AND<\/em><\/strong><\/p>\n<p>More than 10 percent of all unique patients seen by the EP during the EHR reporting period (or their authorized representatives) view, download or transmit to a third party their information.<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<p>&nbsp;<\/p>\n<p><strong>Bottom Line for Providers<\/strong><\/p>\n<p>The bottom line for providers is that Stage 2 MU changes with regards to these specific criteria will drive organizations to implement a patient portal or personal health record application; and connect their EHR systems to these systems. \u00a0Through these efforts it is expected that patient requests to the HIM department for medical records will decrease; as patients will be able to obtain records themselves, online and at any time.<\/p>\n<p>To make the new objective and measures truly \u201cmeaningful\u201d facilities must advertise their portals and get patients to use them. Finally, only a minimum set of data is required to be available online.
